Goods Vehicle Operator Licensing

 

The users of commercial goods vehicles weighing over 3.5 tonnes maximum authorised mass (MAM) must normally hold an operator’s licence. The operator licensing system in Great Britain is administered by the statutorily independent Traffic Commissioners.

Licence holders must satisfy the Traffic Commissioner that covers the area of Great Britain that they are working from that they have available sufficient finances to safely maintain their vehicles and to properly administer the business. The required levels are set in Euros by EU Directive 96/26/EC, as amended by Directive 98/76/EC.

The exchange rates to be applied are those on the first working day of October and come into effect from 1 January of the following year.

Since 1st January 2005 the financial standing requirements for anyone wishing to apply for an operators licence in Great Britain are as follows:

 

Standard International Goods Vehicle Licence

First vehicle                                 £6200

Each additional vehicle             £3400

 

Standard National Goods Vehicle Licence

First vehicle                                £6200

Each additional vehicle            £3400

 

Restricted Goods Vehicle Licence

First vehicle                                 £3100

Each additional vehicle             £1700

 

Goods Vehicle Operator Licensing Scale of Fees and Charges

 

Application Fee for a Licence (GV79) or for a Major (Publishable) Variation (GV81):     £277.00

Fee Payable for the Issue of a Licence:                                                                                   £336.00

Charge for the Continuation of an Existing Licence:                                                             £336.00

 

Vehicle Fees

 

Vehicle fees are charged for each vehicle specified by registration mark on a licence. When an application for a new licence is first granted, or before a licence is continued, the operator can chose to pay the vehicle fees for 5 years in advance, or on an annual basis. Vehicle fees are payable after the grant of an application for a licence or variation of a licence, or at the same time as the continuation fee. Yearly payments are due each year on the anniversary of the end of the month preceeding the month in which the licence was issued.

 

Classification of operator licences – there are three licence categories:-

 

A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of their trade or business, both nationally and internationally.  There is not presently a requirement for such an operator to employ a Certificate of Professional Competence (Operator CPC) holder. The licence holder cannot carry goods for other people for hire or reward;

 

A Standard National (S/N) licence allows the licence holder to carry both his/her own goods and goods for other people for hire or reward, on public roads in Great Britain.  He/she can also carry their own goods on journeys abroad,but not others goods on international journeys. It is a requirement that this type of operator must employ an Operator CPC holder with national entitlement; 

 

Standard International (S/I) licence allows the licence holder to carry both their own goods and goods for other people for hire or reward.  These activities can be undertaken both in Great Britain and on international journeys. An International Operator CPC holder must be employed by the company.
